is our Mission
Rae Ohlert is the founder of Eagle Horizon Group, a Service-Disabled Veteran Owned and Economically
Disadvantaged Woman Owned HUBZone certified consulting firm with an emphasis on emergency management
planning, exercise and training. Projects have included continuity support, systems audit and modernization for critical
EOC, training and exercises for US Health and Human Services (HHS), continuity planning for the Pentagon’s Defense
Continuity and Crisis Management (DCCM) Office and exercises under DHS/FEMA’s National Exercise Program (NEP).
Rae Ohlert was the Program Manager for Continuity of Operations (COOP) activities for the US Department of Labor. In
this capacity she managed emergency response and preparedness planning, and developed linkages between the
Department’s national response plan programs and continuity of operation programs. As the COOP Program manager
she was also responsible for developing requirements for and ensuring the effectiveness of training programs and courses
related to emergency management and continuity of operations. She attended the University of North Texas and
graduated cum laude with a BS in Emergency Administration and Disaster Planning in 1993. She has completed
coursework for a Master’s Degree in Organizational Leadership and is a Certified Floodplain Manger, a DRII Certified
Business Continuity Professional, a FEMA certified Master Trainer, Master Exercise Practitioner, a Master Professional
Continuity Practitioner level 2, and a HAZUS Practitioner.
Eagle Horizon Group, Inc is involved in the larger Continuity Community. We are active members of the
Foundation for Infrastructure Resilience, particularly the Microgrid Group – which seeks to increase the
resilience of the nation’s electrical power by using modern technology to energize key facilities and the areas
around them independent of the national grid using small modular reactors; and the National Institute for
Public Policy as an invited expert for EMP and other nuclear effects.
Eagle Horizon Group, Inc, teamed with Motorola, Boeing, Access Energy and other advanced
communication companies, supports new, highly advanced mobile systems for extreme communications
resilience for a variety of emergencies and covert missions. Agencies involved include DoE ORNL, NNSA,
NASA, DoW, FBI and commercial organizations.
Eagle Horizon Group Inc. provides EMP/CME and DACN expertise and talented consultants to augment its
capabilities in Cyber protection, EM hardening, energy production, regulations and policy, radio operations
and disaster response. We support new technology including a patented Closed Cycle Cryogenic Engine to
generate microgrid power by extracting energy from the environment.
SHARES and MARS
Programs
Eagle Horizon Group, Inc has proudly supported the DHS SHARES
program since 2016. Both Ed and Rae are surge members on the
contract, in the event of a really bad day as well as active
participants in SHARES events and Pentagon MARS events. Eagle
Horizon Group, Inc. provides EMP expertise to the program on an
as-needed basis.
