PROJECT AND CONTRACT MANAGER
Experienced Contract and Project manager for a small group to provide administrative and technical support to the National Coordinating Center (NCC) for alternate emergency communications to include
satellite and high frequency (HF) radio. Assist the DHS Shared Resources (SHARES) High Frequency (HF) Radio Program Federal Program Manager with technical, administrative, operational, and readiness
activities for primary radio operations: SHARES HF Radio, National Coordinating Center for Communications HF Radio (NCC-HF), NCC
Auxiliary HF Radio (NCC-AUX), and the SHARES Information Network (SINET), to include the Department and Agency Continuity Network (DACN) and the Resilient All-Media (RAM) Network. Work
closely with the government COTR in planning meetings, coordinating activities, and providing technical support to working groups and communications stations nationwide. Assist the government in
incorporating HF capabilities in emergency response planning. Prepare reports. Prepare, gain approval, and distribute the SHARES Newsletter. Manage and maintain the Federal Registry of ALE Address Code
database - NCSM 3-3-2 (or follow-on databases). The contractor, with SPM, and/or COR guidance and approval, shall also administer the SHARES Outreach Program, maintain the SHARES Auxiliary
Equipment Program, purchase radio and system capabilities and services to support continuity and disaster operations and training, and publish SHARES Program brochures.
Desired: A BS degree and Program Management Professional (PMP) certification. Required: Ability to obtain and maintain a federal security clearance. Understanding of electromagnetic interference, including
Electromagnetic Pulse countermeasures. Strong understanding of HF equipment, operation and networking. Possess or be able to obtain Amateur Radio General Class or Amateur Extra Class license issued by the
U.S. Federal Communications Commission and a Project Manager's General Radiotelephone Operator License issued by the U.S. Federal Communications Commission. User familiarity with Microsoft Office
and Microsoft Project. Must be willing to deploy to CONUS locations in an emergency. Veteran and Service Disabled Veteran preference with essentially equal qualifications.
