Facility HF Communications technician / specialist

Provide fixed site installation and maintenance support, including installation, test and exercise of radio systems and protective measures (Electromagnetic Pulse (EMP), lightning, power surges/sags, electrical

noise etc.); troubleshooting and repairing operational and technical problems with communications systems.  Develop and supervise or execute preventative maintenance program.

Operate telecommunications equipment, including but not limited to LF, MF, HF, LMR, Satellite, Wi-Fi, microwave, telephone (PBX etc.); IP switches, routers etc.; conducting communications using a variety

of modes (voice, video, and data), including maintaining the station log and recording and delivering message traffic; configuring operating parameters, adjusting, troubleshooting, and repairing

telecommunications equipment including transceivers, antenna tuners,  preamplifiers, amplifiers, power supplies, interfaces, antenna rotators and their controllers, ancillary equipment; antennas and feedlines,

switches and routers etc.

Desired: A BS degree in engineering -or- A.S. Electrical Engineering or A.S. Electrical Engineering Technology AND four years of experience with commercial or military HF communications systems

including installation, maintenance, troubleshooting, and operating. Ability to obtain and maintain a federal security clearance.  Strong understanding of HF equipment, installation, operation and networking. 

Possess (or obtain within 6 months) Amateur Radio General Class or Amateur Extra Class license issued by the U.S. Federal Communications Commission and a Project Manager’s General Radiotelephone

Operator License issued by the U.S. Federal Communications Commission.  User familiarity with Microsoft Office and Microsoft Project. Must be willing to deploy to CONUS locations in an emergency. 

With essentially equal qualifications, preference for Veteran and Service Disabled Veteran.

Desired: Current or recent SCI a strong plus.   Knowledge of Continuity / Resilient comms.

This is a full time “key” position.  Understanding of electromagnetic interference, including Electromagnetic Pulse countermeasures.  Eagle Horizon will arrange training for FCC license.

Legislative Liaison Support
The Legislative Liaison Support will identify and assign by evaluating reporting requirements from the annual National Defense Authorization, Defense Appropriations Act and the accompanying congressional reports. Track the responses to ensure they are completed by the due date established in the law. Coordinate all reports with Action Officers, Directors, Office of General Counsel and Legislative Affairs. Monitor, review and track issues and actions from all legislative bodies. Understand and provide support to DoD CIO for the Defense Authorization and Appropriations process. Review pertinent legislative documents for actions that may apply to the mission and promulgate them to appropriate staff. Understand complex issues and produce clear, concise and accurate analysis of legislation for Senior Executive Service officials and analysts with varied levels of expertise or knowledge. Review and publish when in session, the daily legislative calendar and flag activities that are relevant to mission. Assist the legislative staff in tracking and maintaining congressional actions and letters. Support the legislative correspondence management processes to include all aspects of mail operations and electronic workflow tools. Support the improvement and simplification of legislative reporting requirements as well as analyzing documents to include regulations and directives for conformance, clarity, duplication or conflict. Develop, manage, and support the DoD CIO Legislative Affairs SharePoint site or any follow-on site.
